Start Strong Program
Overview:
Hand In Hand proudly participates in the NSW Government’s Start Strong 2026 Program, offering significant fee relief to eligible families and ensuring every child can access high-quality early learning in the years before school. This initiative helps children receive at least 600 hours of play-based learning, supporting their social, emotional, and cognitive development for lifelong success.
Key Benefits:
- Fee relief of up to $2,563 per child (4-year-olds and above)
- Fee relief of up to $769 per child (3-year-olds)
- Designed to provide the greatest support to families experiencing vulnerability or disadvantage
- Encourages strong attendance and participation in early learning to help children transition confidently into school
4-Year-Olds
- 4-Year-Olds: Children who are 4 years old on or before 31 July 2026.
- 3-Year-Olds: Children who are 3 years old, but not yet 4, on or before 31 July 2026.
- To receive Start Strong fee relief, families will need to complete the 2026 Families Declaration Form and nominate Hand In Hand as their provider.
Program Principles
- The Start Strong 2026 Program is built on core principles designed to support children and families.
- Ensures every child has access to at least 600 hours of early childhood education each year.
- Promotes inclusive, high-quality learning, particularly for Aboriginal and Torres Strait Islander children, children from multicultural backgrounds, and families experiencing disadvantage.
- Helps improve school readiness, strengthen developmental outcomes, and support overall family wellbeing.

Laetitia Erramouspe
- Nominated Supervisor / Operations Manager
I arrived in Australia in 2014 and began working as a nanny, where I discovered my passion for early childhood education. This led me to complete my Certificate III and Diploma while gaining hands-on experience across centres in Sydney and Melbourne.
My career progressed significantly when I worked alongside Joey, owner of Hand in Hand, who mentored me into roles including 2IC, Educational Leader, and Centre Director over five years.
Since June 2025, I have been working as an Operations Manager, continuing to support teams and deliver high-quality education.
I am passionate about shaping young minds and believe meaningful learning comes through connection, nature, communication, and active, play-based experiences.
I arrived in Australia in 2014 and began working as a nanny, where I discovered my passion for early childhood education. This led me to complete my Certificate III and Diploma while gaining hands-on experience across centres in Sydney and Melbourne.
My career progressed significantly when I worked alongside Joey, owner of Hand in Hand, who mentored me into roles including 2IC, Educational Leader, and Centre Director over five years.

Chelsea Carroll
- Centre Director
I began my early childhood education journey in 2017 when I started studying my Diploma in Early Childhood Education and Care. In 2018, I commenced my career as an educator, where I quickly discovered my passion for supporting children’s learning, development and wellbeing. Over the years, I have continued to grow professionally, gaining valuable experience in a range of roles, including Centre Director.
Leading a team and supporting educators has strengthened my leadership skills and reinforced my commitment to creating high quality learning environments where children, families and educators feel valued and supported.
Outside of work, I am a proud mum to my two year old daughter and a stepmum to my stepdaughter and stepson.
Becoming a parent has given me an even deeper appreciation for the importance of building trusting relationships with families and providing children with a safe, nurturing and engaging environment where they can learn, grow and thrive. I am passionate about making a positive difference in the lives of children and believe that every child deserves the opportunity to reach their full potential.

In 2009, I began studying a Bachelor of Early Childhood Education at Macquarie University while working in childcare. Although I initially aimed to become a primary teacher, my hands-on experience sparked a deep passion for early childhood, especially the critical development in a child’s first five years.
I graduated in 2014 and continue to grow through ongoing professional development and learning. With over sixteen years of experience in the childcare sector, I bring a strong foundation across various roles.
I am also a proud mum to my twins and stepmum to my stepson, and my family continues to inspire my passion every day.
